Billy Gene McCullouch III, 30, of 15494 155th Ave., Maquoketa, was charged with second-degree sexual abuse.

According to charging documents, on March 6, 2018, a child reported that three years ago, when the child was under the age of 12, McCullouch had made the child touch McCullouch’s genitals and had touched the child’s genitals against the child’s will. 

Thomas Earl Holman II, 31, of 516 Pearl St., Sabula, was charged with allowing a dog to run at large.

According to charging documents, Sabula police received numerous complaints about a pit bull running loose. As of Feb. 6, Holman had been spoken to several times about the dog.

Julie Marie Page, 44, of 408 W. Platt St., Maquoketa, was charged with third-degree theft and fifth-degree fraudulent practice.

According to charging documents, Page altered the UPC label of products at Wal-Mart to lower their value of $80.32. On Dec. 14, Dec. 15, Dec. 19 and Jan. 3, Page took labels off items valued at 97 cents or less and put them over the labels of more expensive items, paying $5.37 for $80.32 of good, according to charging documents.

Jason John Parker, 20, of 405 W. Pleasant St., Maquoketa, was charged with possession of a controlled substance, marijuana, first offense, and possession of drug paraphernalia.

On Jan. 20 at Melrose and Niles streets, Maquoketa, a traffic stop revealed the smell of marijuana coming from the vehicle Parker was in, according to charging documents. A search revealed marijuana, some pipes, a grinder and other paraphernalia.

James C. Potter, 52, of 18720 250th Ave., Bellevue, was charged with interference with official acts and assault.

On Feb. 11, Potter had fallen outside and was uncooperative. He showed signs of intoxication and said that he had taken other substances but refused transport, resisted arrest, and had to be physically subdued, according to charging documents.

On Feb. 12, according to charging documents, Potter was yelling at staff at the Andrew Jackson Care Facility while holding a dumbbell. He also punched another person.

Arnold Salomon, 42, of 412 N. Dearborn St., Maquoketa, was charged with possession of drug paraphernalia.

According to charging documents, a Feb. 16 traffic stop at West Platt and Arcade streets revealed a glass pipe used for marijuana in Salomon’s vehicle door.
